The high-profile operation, conducted on June 16, 2026, was led by Phang Nga Governor Pairat Petchyuan together with Pol. Maj. Gen. Chaiyakiart Wiriyasathitkul, Commander of the Phang Nga Provincial Police. Officers from multiple agencies joined the coordinated raid, including the Provincial Police Investigation Division, Khok Kloi Police Station, provincial administrative officials, the Provincial Commerce Office, and the Revenue Department. Investigators targeted villas and business premises located along the popular Khao Pi Lai Beach area in Moo 14, Khok Kloi Subdistrict. Authorities said the operation followed months of intelligence gathering and complaints from residents and business operators. In the midst of the growing investigation, this Thailand Hotel News report has learned that officials are also expanding inquiries into a wider network of businesses suspected of using nominee structures to circumvent Thai laws governing foreign ownership and business operations.

Luxury Villa Network Under Investigation

According to officials, the searches were conducted under warrants issued by the Phang Nga Provincial Court after investigators uncovered evidence suggesting that a group of companies operating in the Ban Na Tai–Khao Pi Lai area may have allowed foreign nationals to conduct business and work without proper authorization.

Authorities believe some of the companies were effectively controlled or managed by foreign interests through nominee arrangements. Such structures are prohibited under Thai law when used to conceal actual foreign ownership or management of businesses that are restricted to Thai nationals.

The operation focused on a luxury villa development and associated business entities that had come under scrutiny following complaints submitted to the Damrongtham Center and security agencies.

British National Arrested

During the raid, officers arrested Mr. Andrew, a 77-year-old British national, under an arrest warrant approved by the Phang Nga Provincial Court. He faces allegations of engaging in work or business activities without the necessary legal permission while residing in Thailand.

Authorities also initiated legal proceedings against the companies involved for allegedly employing a foreign national without a valid work permit. The cases were registered under criminal case numbers 115-120/2569, while arrest warrants numbered 154-159/2569 were issued on June 15, 2026.

Officials confirmed that all suspects named in the warrants were successfully apprehended during the operation.

Investigators seized company registration records, financial documents, income and expenditure statements, and other materials believed to be relevant to the case. The evidence will be used to determine the extent of the alleged violations and whether additional charges should be filed.

Illegal Hotel Allegations Add New Dimension

Beyond the labour and nominee business allegations, authorities uncovered what may prove to be one of the most significant aspects of the investigation.

Administrative officials responsible for regulating hotel businesses conducted inspections and reportedly found evidence indicating that accommodation services were being offered without the legally required hotel operating licence.

Officials said the properties appeared to be functioning as commercial accommodation establishments while lacking authorization from the relevant licensing authorities. Additional evidence is now being compiled to support possible charges related to illegal hotel operations.

The development has drawn considerable attention because unlicensed accommodation businesses can create unfair competition for licensed hotels and resorts that comply with regulatory, taxation, and safety requirements.

Province Signals Tougher Enforcement

Governor Pairat described the operation as part of a broader campaign aimed at protecting legitimate businesses and preserving confidence in Phang Nga’s tourism sector. He stressed that authorities would continue taking firm action against nominee businesses, unauthorized foreign commercial activities, and operators who violate Thai laws.

The case highlights the increasing scrutiny being applied to business structures in Thailand’s tourism destinations, particularly in areas experiencing strong foreign investment and rapid hospitality development. Industry observers believe the crackdown sends a clear message that authorities intend to safeguard fair competition, ensure compliance with hotel regulations, and protect both local entrepreneurs and legitimate foreign investors who operate within the law. As the investigation continues, further legal action and additional charges may follow if evidence supports broader violations involving business ownership, employment practices, taxation, and hotel licensing regulations.
