A major multi-agency crackdown on suspected illegal foreign business operations has placed two Pattaya hotels at the center of an investigation into an alleged nominee network involving Israeli investors, Thai shareholders and assets reportedly worth hundreds of millions of baht. Thailand’s Minister of Justice, Pol. Gen. Ruttapon Naowarat, and Deputy Minister of Interior Worasit Liengprasit led officials into Pattaya on August 21 as authorities searched several locations connected to companies suspected of using Thai nominees to circumvent restrictions on foreign business ownership.

The operation brought together a special operations unit from the Department of Provincial Administration, the Department of Special Investigation (DSI), the Royal Thai Police and senior provincial officials in Chonburi. While investigators also searched a Pattaya law firm allegedly involved in company registrations, the most significant development for the local hospitality sector was the scrutiny surrounding Shilat Avenue Pattaya Hotel and a business connected with Cozy Beach View Co., Ltd. this Thailand Hotel News report focuses on the two hotel-related targets and the allegations surrounding their ownership structures, rather than the law firm that investigators believe may have played a supporting role in establishing some of the companies under examination.

Two Pattaya Hotel Operations Come Under Scrutiny

The raids were carried out under a Criminal Court search warrant as part of an investigation into suspected violations of Thailand’s Foreign Business Act B.E. 2542 (1999). Authorities said their investigation was examining whether Thai nationals had been used as nominee shareholders to enable foreigners to own or control businesses that would otherwise be subject to restrictions under Thai law.

For Pattaya’s hotel and property sectors, the investigation is particularly significant because it is not simply focused on a small, unregistered guesthouse or an isolated licensing infringement. Officials have described a network of companies, directors and shareholders with connections extending beyond Chonburi and involving substantial assets.

One of the key locations identified by authorities was Shilat Avenue Pattaya Hotel. Investigators said the legal entity associated with the hotel had employed KT International Law and Business to handle its company registration.

According to information released during the operation, employees of the law firm allegedly appeared among the founders of the company. Investigators subsequently identified changes in the shareholder structure that they say established connections with Lotus Paradise Development Co., Ltd.

Authorities also reported finding shareholders with previous business backgrounds unrelated to Pattaya’s hospitality industry, including individuals associated with the aluminium sales business in Samut Sakhon. Israelis are suspected to be behind the hotel.

Investigators believe these connections warrant further examination to establish whether the shareholders were genuine investors exercising normal ownership rights or whether some were acting as nominees for the Israelis’ interests.

No final determination of criminal liability has yet been made in the information presented during the operation, and the allegations remain subject to investigation and any subsequent judicial proceedings.

Cozy Beach View Linked to Israeli Investors

The second major hospitality-related target was Cozy Beach View Co., Ltd., based in Nong Prue Subdistrict in Bang Lamung District. Though it was condo…units that were being rented out on daily basis as a hotel.

Authorities described the company as having Israeli investors serving as directors and said an examination of its shareholder history had raised concerns over the possible use of Thai nominees dating back to 2010.

Investigators said they had uncovered significant connections through directors and shareholders between Cozy Beach View Co., Ltd. and Lotus Paradise Development Co., Ltd. The combined assets connected with the corporate network were described by officials as being worth several hundred million baht.

That scale immediately makes the Pattaya investigation considerably more important to Thailand’s hotel and tourism industry than a routine inspection of an improperly licensed accommodation property.

The central question for investigators is now expected to be who genuinely funded, controlled and benefited from the businesses and assets involved.

Thai authorities have long distinguished between legitimate foreign investment conducted within the country’s legal framework and arrangements in which Thai citizens allegedly hold shares merely on paper for foreign beneficiaries.

The latter is the issue officials are attempting to establish through documents, computers, communications and company records seized during the Pattaya searches.

Hotel Investigation Extends Beyond Licensing Issues

Deputy Interior Minister Worasit said evidence gathered by investigators indicated that Cozy Beach View Co., Ltd. had allegedly been involved in activities designed to evade or violate provisions of the Foreign Business Act.

Based on that evidence, officials applied to the Criminal Court for permission to search three principal locations.

The searches were therefore not presented as spontaneous hotel inspections. They were part of a wider investigation intended to establish relationships between shareholders, company directors, service providers and other people potentially involved in the suspected nominee structure.

Officials confiscated computer equipment and documents that are expected to undergo forensic examination. Electronic communications are also considered important because investigators are attempting to determine whether the formal ownership arrangements recorded in corporate documents reflected the actual control of the businesses.

For hotel operators and investors in Pattaya, the distinction is important. Authorities are increasingly looking beyond the names appearing on company registration documents and examining the financial and operational relationships behind those names.

If investigators can demonstrate that a Thai shareholder had no genuine financial interest in a business and was instead holding shares for another person, the documentary ownership structure alone may not be enough to satisfy authorities.

Pattaya Raid Part of Broader Tourism Crackdown

The Pattaya operation also appears to fit into a wider enforcement campaign targeting questionable foreign-controlled businesses in Thailand’s most valuable tourism destinations.

Worasit said the Ministry of Interior had been working with the Ministry of Justice and Royal Thai Police to expand investigations into the alleged use of Thai nominees to hold land and operate businesses on behalf of foreigners.

He said the issue has implications for both the economy and public order.

Officials specifically connected the latest enforcement drive with earlier investigations in major tourism destinations including Koh Phangan and Koh Samui in Surat Thani province, as well as Phuket.

That geographic pattern will attract attention from Thailand’s hospitality industry. Pattaya, Phuket, Koh Samui and Koh Phangan are among the country’s most internationally oriented tourism markets and have attracted substantial foreign investment into accommodation, restaurants, property development and tourism services.

The government’s expanding scrutiny therefore suggests that authorities are increasingly interested not only in whether a hotel possesses the appropriate operating license, but also in whether the companies and landholdings behind hospitality businesses comply with ownership and investment regulations.

High-Level Officials Join Pattaya Operation

The presence of senior national and provincial officials further underlined the importance authorities placed on the Pattaya searches.

Joining Justice Minister Ruttapon and Deputy Interior Minister Worasit were DSI Deputy Director-General Pol. Lt. Col. Wisanu Chimtrakul, Chonburi Governor Naris Niramaiwong, Deputy Governor Isra Charoenchasri, Volunteer Defense Corps Command Director Rueanglak Rueangyami and Chonburi Provincial Police Commander Pol. Maj. Gen. Pongphan Wongmanithet.

They were accompanied by administrative officers, security personnel and representatives of other government agencies.

Worasit said the searches were carried out carefully and in accordance with warrants issued by the court. The purpose, he said, was to collect evidence that could establish the relationships between individuals and companies suspected of involvement in illegal activity.

The involvement of the DSI is particularly notable because investigators now have the task of analysing the seized materials and potentially expanding the case beyond the businesses initially searched.

Authorities said the Ministry of Interior would continue cooperating closely with the DSI to investigate everyone found to be connected with the suspected operation.

Nominee Structures Face Greater Attention

The Pattaya case could have implications well beyond the two hotel-related operations currently under investigation.

Thailand remains one of Asia’s most successful tourism destinations, and resort areas such as Pattaya continue to attract international entrepreneurs and investors. Foreign participation has helped finance hotels, residences, restaurants and other tourism businesses, but investment structures must comply with Thai company, land and foreign business regulations.

The government’s latest operation sends a clear warning that authorities are prepared to investigate corporate structures rather than simply accepting shareholder lists at face value.

This is particularly relevant when shareholders appear across numerous connected companies, when individuals have occupations or business histories that seem inconsistent with the scale of their reported investment, or when company ownership changes repeatedly while effective control allegedly remains elsewhere.

None of those circumstances alone necessarily proves wrongdoing. However, they can provide investigators with grounds for closer scrutiny when combined with financial records, communications, contractual arrangements and evidence about who actually exercises control.

For legitimate hotel investors, the enforcement campaign could ultimately strengthen confidence in the market by creating a more level competitive environment. Licensed hotels operating under compliant corporate structures have repeatedly faced competition from accommodation providers and businesses that allegedly avoid regulatory, tax, licensing or ownership requirements.

Hundreds of Millions of Baht Raise the Stakes

What makes the latest Pattaya operation particularly striking is the reported financial scale of the interconnected businesses.

Authorities have said the corporate links uncovered through directors and shareholders extend to Lotus Paradise Development Co., Ltd., with assets across the connected structure reportedly reaching several hundred million baht.

Investigators will now have to determine precisely how the companies were financed, who supplied the investment capital, who received the financial benefits and whether the Thai shareholders identified in corporate filings were genuine beneficial participants.

Those questions could take time to answer. The seizure of computers and documents suggests investigators are building an evidentiary trail rather than relying solely on company registration records. Digital communications, financial transfers, contracts and internal instructions could potentially help establish how the businesses actually operated.

It also remains possible that the investigation will identify additional companies or individuals. Officials have already described the suspected structure as having connections across multiple legal entities and provinces.

For Pattaya, where hospitality and real estate are deeply intertwined, any widening of the investigation will be closely watched by hotel owners, developers, foreign investors and professional service companies.

A Closely Watched Case for Pattaya’s Hotel Industry

The raids on the two Pattaya hotel-related businesses mark another significant escalation in Thailand’s campaign against suspected nominee ownership and illegally structured foreign business activity. More importantly, the operation demonstrates that enforcement is moving beyond basic hotel licensing inspections towards detailed examination of shareholders, beneficial ownership, company financing and the individuals who ultimately control valuable tourism assets.

The allegations against the companies and individuals involved have yet to be finally established in court, and those under investigation are entitled to respond to the authorities’ claims. Nevertheless, with senior ministers personally leading the operation, computers and documents seized for forensic examination, Israeli investors identified in the corporate structure and hundreds of millions of baht in connected assets under scrutiny, the case is likely to remain closely watched. Its eventual outcome could have consequences not only for the businesses involved but also for how foreign-backed hotel and property investments are structured in Pattaya and other major Thai tourism destinations.
